A Big Day
If yesterday was tough, today was big...well at least it felt big for me.
In the morning we voted in the Constitutional Committee on the composition of the European Parliament. This so called Lamassoure-Severin report sets out the allocation of EP seats for the 2009-2014 mandate.
We worked on some of the compromises late into last night. Emotions run high when MEPs negotiate about relative power. Yesterday was no exception.
I think my colleagues Alain Lamassoure and Adrian Severin did a great job. It was no easy feat to get a clear majority of MEPs behind the proposal, but they did it.
Everyone has a tendency to get into serious navalgazing when talking about the distribution of seats in the Parliament. I am no exception.
Finland got to keep its 13 seats which were agreed already in Nice in 2000. In that sense there was no loss. Some might try to sell it as a loss because we have 14 seats at the moment. I suppose we all have our own way of looking at things. I try to look at the bright side.
After the votes we worked on my report on lobbying. We had a good brainstorming session with my assistant Henrik Ruso and two fantastic civil servants who work for the Constitutional Committee. I am really getting into the whole lobbying thing. It is a fascinating subject.
I had lunch with Foreign Minister Ilkka Kanerva and most of my Finnish MEP colleagues. Its good to get together and exchange ideas. This time we spent a lot of time on agricultural questions.
Ater lunch I met Commissioner Gunther Verheugen. We discussed the so called Goods Package, which deals with the free movement of goods. To be more specific: it deals with mutual recognition of goods, market surveillance and the CE-marking.
I like Verheugen. We had a good chat about the state of play of the package. I briefed him on what is going on in the Parliament and he briefed me on how he saw things in the Commission.
The Goods Package got a lot more "sexier" after the toy-scare caused by Mattel. Our package does not really have anything to do with the safety of toys, but one thing has a tendency to lead to another.
I devoted the rest of the afternoon to the Internal Market Committee. And have a guess what was on the agenda? Well, the Goods Package.
I am working on the package together with two colleagues, Christell Schaldemose and André Brie. Both of them are great and we have had a blast trying to work through the two regulations and one directive which make up the package.
The debate in the Committee was very useful indeed. A majority of colleagues have been working hard on the dossier. You could really sense that in the debate today.
We talked a lot about national safety marks and the directive on general product safety. Both issues are indirectly linked to the Goods Package.
Things are moving forward. The deadline for amendments is 11 October. After that we will take stock and start hammering out compromises.
In this job you can't always get what you want. It is all about compromises. Any which way, today was a big day.

Those who view the reduction of Finnish seats in the EP as a 'great loss' haven't really figured that a) there are limited physical possibilities to accommodate meps in the old EP buildings, and b) the speaking time allocated to an ordinary mep in plenaries is starting to get too short and the occasions for the entire House to properly deliberate have become rare.
Turkey, if and when it joins the block, should rightfully be
entitled to more seats than Germany, but my wild guess is that Turkey will not be granted any more seats than what the old West European heavy-weights occupy.
Speaking of Turkey.. I hope that in your exchabge of views with 'der Herr Verheugen' you will also be able to convince him of the benefits of Turkey's membership. Last time I heard the German Commissioner to reflect on Turkey's possible entry into the EU ( and that was in early spring 2004) he did not sound too enthsiastic and open-minded about it.
Anticipation - since July - turned to disillusionment when Foreign Minister Ilkka Kanerva felt he was not up to the task of addressing the College of Europe this week.
Is Finland adrift, if even the Foreign Minister is unable to state its course in the European Union?

Kari Rajala taitaa olla oikeassa -ikävä kyllä. Olen jo pidempään pelännyt mitä tuleman pitää. Media kertoo Suomen olevan selkärangaton mallioppilas, joka pyyhkii lattiat suurten maiden rellestäessä miten tahtovat. Päättäjät, Perussuomalaisten pelossa, käyvät nyt keräilemään halpoja irtopisteitä tyyliin: "kyllä minä sille EU:lle näytän. Lyön nyrkkiä pöytään ja sanon että P E R K E L E".
Maatalouden osalta tällaiset stuntit tulevat varmasti toistumaan. Käydään juuri ennen neuvoston äänestystä tai sitten sen jälkeen uhoamassa Brysselissä ja media jaksaa tästä ojentaa ruusuja. Harva on yhtä fiksu kuin Kari Rajala ja kysyy "kuka näitä asioita valmistelee?". Missä on ennakoiva ja proaktiivinen EU -politiikka? Sokerireformi ei taatusti tullut puskan takaa. Merkit olivat ilmassa jo vuosia sitten. Kannattaisiko oppia rakentamaan liittoumia ja jättää asialliset vastineet jo komission 'vihreisiin ja valkoisin kirjoihin'??

Niin, että mitä me sillä parlamentilla, kun meidän hallituksessa on pari supermiestä (tai -naista), jotka voi hoitaa hommat hallitustenvälisesti, vai? Bullocks?! Parlamentarismi ja entistä teknokraattisempi komissio on pienen maan etu. Confederalismi saattaisi johtaa pelastukseen. (miksi muuten kukaan ei puhu confederaation mahdollisuusdesta -aina vain jankutetaan federalismista tai jostain käsittämättömästä itsenäisten valtioiden liitosta?)
Meillä on EU:ssa haasteena lobbaus, lobbaus ja vielä kerran lobbaus. Emme taida moista oikein hallita.
Pakko myöntää, että viime viikon tapahtumat mykistävät. Jos Antolan ykkösaamussa esittämä arvio on oikea, että unionin instituutioihin ei pieni maa enää voi luottaa, koko Suomen eu-strategia menee uusiksi. On pakko ajaa omia asioita kumppanien kautta, löytää aktiivisesti näitä liittoumia ja pelata kovaa pelia kansallisvaltioiden etukysymysten ristivedossa. Sinisilmäisyyden aika on ohi.

Suomi menettää odotetusti yhden tuolin parlamentissa. Jos vähennys osuu yhden paikan puolueisiin, vaikutus on kansanvallan näkökuĺmasta erityisen suuri. Siinä hiljenee helposti kokonaisten kansalaispiirien ääni, jos esimerkiksi vasemmistoliitolta tai vihreiltä menee paikka. Isojen puolueiden vastuu suomalaisten äänestäjien etujen puolustajana korostuu.
Hyvä, että Kanerva tapasi Barroson, mutta huono, että Suomella ja hallituksella ei ole selkeää EU-politiikkaa. Hallitushan on vastuussa tai siis pitäisi olla vastuussa Suomen EU-politiikasta.
Ylen nettisivut todetaan seuraavasti Kanervan siirtyneestä ulkopoliittisesta puheesta, jonka hänen piti pitää Brüggessä:
"Ulkoministerin avustajien mukaan ongelmana oli myös se, että useissa Suomen kannalta keskeisissä asioissa tapahtuu muutoksia lähes päivittäin, ja niiden huomioon ottaminen olisi tässä vaiheessa ollut mahdotonta."
Hallituksen ns. EU-politiikka on nyt tulipalojen sammuttamista. Hätäpäissä mietitään, mitä nyt tehdään, kun kävikin näin. Sitähän tämän päivän tapaaminenkin oli. Tulipalo syttyi navetan nurkalla (sokeritappio) ja ulkoministeri riensi keskustelemaan palomestarin kanssa, että että emme luota palokuntaan (komissio), koska te niitä paloja kuitenkin sytytätte. Jos navetan toisella nurkalla syttyy tulipalo (141-tuki), niin annamme teille potkut ja toivomme, että enempää tulipaloja ei syty.
Olisiko syytä estää tulipalojen synty ja etukäteen miettiä pitkän ajan suunnitelmaa (Suomen EU-politiikka), miten palot estetään? Olisiko naapuriapu muista jäsenmaista tarpeen? Onko Suomella ystäviä EU:ssa vai olemmeko siis mallioppilas, jota isot pojat saavat kiusata ja muut seuraavat vierestä?
Eihän EU-asioista keskusteltu edes eduskuntavaaleissa. Tästä hallituksen EU-visioiden puutteesta keskustelivat tänään (2.10.) Esko Antola ja Timo Soini Ykkösaamussa. Mitä tai mikä me olemme EU:ssa 10 tai 20 vuoden kuluttua?
